Thailand's prisons are overflowing, and it's largely down to drugs. the country's harsh laws see people thrown inside for even minor offenses, causing officials to declare that they're losing the war on narcotics. As Amy Lefevre reports, the country's Justice Minister has an idea of how to counter the problem, but implementation looks a long way off.
